This report analyzes the Army Transformation Wargame 2000 and its implications for the strategy of an Army in 2015. Wargames are useful tools for developing strategy and vision. The Training Doctrine and Command-sponsored Army Transformation Wargame (ATWG) 2000 held in Carlisle, Pennsylvania, in spring 2000 was designed to support the Army Transformation to the Objective Force, provide a visualization for this force's strategic and operational environment, and to facilitate understanding of the Army vision. The game's scenario is set in the 2015 time frame with the United States entering a conflict to defend a NATO ally over water rights in Southwest Asia. ATWG 2000 attempts to highlight the dimensions of the Army's contribution to national security, the use of Objective Force, and compelling insights for the Army in 2015. This report presents RAND's analysis of ATWG 2000, identifying its issues and exploring implications of them.
