One-liner: A brief analysis examines the follow-on production of the Advanced SEAL Delivery System (ASDS) for the Deep Submergence Directorate (PMS 395) of the Naval Sea Systems Command. The Deep Submergence Directorate (PMS 395) of the Naval Sea Systems Command asked RAND to undertake a brief analysis examining the follow-on production of the Advanced SEAL Delivery System (ASDS). The objective of the study was to independently assess cost-reduction opportunities and identify areas for improvement. This documented briefing presents the study findings. After an uncertain start, the ASDS program is proceeding on a more solid foundation. However, some areas need to be examined at a greater level of detail. These issues mostly center on materials suitability and affordability. While present cost-reduction efforts are a good step toward improved affordability, the program should explore alternative acquisition strategies, such as multilayer procurement, to further cost savings. Also, the program office and prime contractor should work to build better relationships and foster improved communication among the various stakeholders in the production of follow-on ASDS vehicles.

Because the program is still early in its life cycle, such improvements will help ensure a successful outcome.
