The terrorist attacks of 11 September 2001 revealed the need to re-examine the security of transport systems. In this context, maritime shipping containers have emerged as an area of particular concern for transport authorities.

Until now, initiatives to enhance security in container transport have primarily focused on individual modes. However, it is increasingly accepted that weaknesses may also exist at linkages between modes along the container transport chain. In this context, the ECMT and the OECD prepared this joint report on container transport security across inland and maritime transport.

This report, the synthesis of inputs from governments, industry and international organisations, focuses specifically on terrorism and maritime container transport. It describes the complex, hybrid container transport system and the variety of actors involved in this system. It identifies potential areas of security weakness and provides recommendations concerning measures to improve container security and steps to be taken by inland and maritime transport authorities.
