The book introduces adaptation to impacts of climate change as an issue of governance. Adaptation governance is closely related to existing political and administrative practices. Responsibilisation is a particular technique of governance which works by scattering responsibility to adapt among societal actors and between different levels of government. This approach is applied to two different cases from the Arctic region -- Russian and Finnish adaptation governance and their recent development. The book presents also a case study from Sakha republic, Russia, about how local communities and municipal, regional and federal authorities tackle the problem of floods in the Tatta River area. From Finland, a case study from Kuttura, Ivalo, discusses the recent challenges to reindeer herders by changing environmental conditions and their efforts to cope with them. The research combines anthropological and political science based knowledge to study adaptation governance.
