Community Strategic Visioning Programs
By: Walzer, Norman
Published by: Praeger
Community visioning and strategic planning programs have become increasingly important in recent years as local governments in rural areas have searched for innovative ways to revitalize their local economies or manage population growth. A panel of experts describes local government programs in ten states. They also evaluate the effectiveness in reaching the vision and objective set forth in these programs. The authors examine the main components of each program and offer insights into factors contributing to its success. Major attention is paid to the need for social capital, benchmarking, and continuing support following the initial efforts. The discussion in the book includes recommendations for starting a community strategic visioning exercise.

Competitive Cities
By: OECD Publishing
Published by: Organisation for Economic Co-operation and Development (OECD)
Economic globalisation and the subsequent intensification of inter-city competition have profoundly changed urban governance. This is particularly evident in the field of urban spatial development. The change is often described as a shift from a managerial mode of governance to a more entrepreneurial mode, strongly characterised by risk-taking, innovation, a strong orientation toward the private sector and a strategic approach which focuses on economic growth. This study reviews the challenges that urban entrepreneurialism must overcome to maintain and strengthen its relevance in the 21st century. Urban policy planners are expected to address an increasingly wide range of objectives, including social, environmental and cultural issues as well as economic ones.

Competitive Regional Clusters
By: OECD Publishing
Published by: Organisation for Economic Co-operation and Development (OECD)
In todays globalising world, the regional specialisations built up over decades are transforming rapidly. Many regions that were historically production centres in a given sector are losing out to lower-cost locations and reorienting to higher value-added niches. National programmes to promote cluster-based approaches -- linking firms, people and knowledge at a regional level -- are being used to meet the challenge. This report analyses the objectives, targeting, instruments and inter-governmental role sharing used by 26 programmes in 14 OECD countries. It will be of interest to policy makers, researchers, firms and others active in promoting innovation and competitiveness.

Competitiveness and Growth in Brazilian Cities
By: Zhang, Ming (ed.)
Published by: The World Bank
The book contributes to answering the questions raised by mayors, governors, and federal government officials in Brazil: What can cities do to improve economic performance and create jobs? The question is approached through a review of theories and policy options for city competitiveness, preliminary benchmarking of Brazilian cities. The book concludes that to become and stay competitive, cities need to strive to reduce the cost of doing business by improving services, infrastructure, and reducing bureaucracies. But for a middle-income country like Brazil, which needs to be economically competitive in a globalized environment, this is not sufficient. Cities also need to strive to add value to local businesses. A crucial part of the strategy should be to create and sustain an environment that stimulates local firms to innovate and learn from each other, to nurture and facilitate the creation of synergies generated by the presence of interconnected economic clusters in the city, and to provide incentives for all local players to continuously upgrade the level of competitivenessto become better and the best. With regard to local policy actions, this book highlights the cluster approach to competitiveness, with its focus on facilitating private sector collaborations for collective efficiencyorganizing and facilitating private and public institutions to arrive at a common cluster vision; identifying opportunities for growth and collaboration; promoting joint actions such as co-information, co-learning, co-marketing, and co-purchasing; and jointly building economic foundations such as R&D capacities, infrastructure, skills upgrading, and publicprivate sector support institutions. This book has provided many examples of actions that may be undertaken at the local level, but it also emphasizes the critical importance for cities to pursue a unique strategy based on their comparative and competitive advantages.
