El enfoque no es sólo científico y técnico, sino que también considera aspectos administrativos, legales, éticos, económicos, e incluso políticos. El énfasis recae en mejorar la calidad de la atención de la salud. A diferencia de los que algunos creen, la telemedicina no reduce el personal para nuevos especialistas.
