Agricultural Policies in OECD Countries 2009

This report is a unique source of up-to-date estimates of support to agriculture. It provides an overview of agricultural support in the OECD area, complemented by individual chapters on agricultural policy developments in all OECD countries. This edition finds that overall support to farmers in OECD countries has been declining. It shows that the decline has largely been due to a narrowing of the gap between domestic and world agricultural commodity prices. The report also focuses on the impacts of the current financial and economic crisis on agriculture, and the policy responses. Agriculture is expected to fare better than many other sectors. It has a relatively smaller financial exposure, demand is less sensitive to income falls, and the existing set of support policies in many countries can dampen the impact of the crisis. Governments are facing tighter fiscal conditions, which is likely to prompt further review of support policies, including for agriculture. The 2008 United States Farm Act, the Health Check of the European Unions Common Agricultural Policy and the new Growing Forward policy framework in Canada are also reviewed in the report. A special feature in the report focuses on agri-environmental policies in OECD countries.

Agricultural Policy and Trade Reform

Governments of most developed and many developing countries impose tariffs on imports in order to boost domestic market prices of agricultural commodities. In some OECD countries governments may top up the financial benefits of this market price support through other means, such as direct budgetary payments, favourable tax treatment, and subsidised credit. These interventions typically lead to lower world market prices and farm incomes in countries where governments offer farmers little in the way of agricultural trade protection and support. Widespread agricultural policy reform would undoubtedly improve global economic welfare but would also produce a complex pattern of economic winners and losers. Using a combination of global, national and household level analysis this study examines such distributional implications focusing especially on differences in policy effects among countries and between different sectoral and household constituencies within countries.

Agricultural Policy and Trade Reform

The governments of most developed, and many developing, countries impose border measurestariffs, tariff rate quotas and export subsidiesto boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, as well. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets.
