Bureaucracy is a term used both to characterise a particular type of organisational structure (centralised, hierarchic, specialised) and to criticise it (slow, inefficient, cumbersome). The theme of this book is bureaucracy and the alternatives to it in the developing world. The central focus is government bureaucracy (more kindly labelled Public Administrationí) and a full range of options to the status quo, many of them outside the realm of the conventional.

The purpose of the book is to extend the concern with bureaucratic reform, based only on New Public Management, World Bank/International Monetary Fund and other Northern thinking which stresses private-sector models, to a fuller range of ideas and practices. Toward that end, grassroots movements and non-governmental organizations, Islamic revivalism, feminist administration, ecological administration, Liberation Theology and other models of administration are discussed.
