He shows how the regime's search for increased economic productivity radically changed official conceptions about the role and nature of labour in Soviet society, and explores the wider impact of this ideological transformation on political and economic change in the Soviet Union.

In this first full-length study of a major factor in the demise of the USSR, the author argues that the failure of the leadership's well-motivated economic prescriptions served only to expose the extent of the system's corruption, thereby effectively undermining both the illusion and substance of Soviet power. What began as a limited exercise in raising labour productivity developed inexorably into a destructive process of delegitimization, in which the regime found itself overtaken and overwhelmed by the forces it had unleashed.
