The publication presents an overview of foreign labour recruitment practices in OECD member countries. It discusses challenges to the negotiation of labour recruitment agreements and the prospects for potential co-operation on migration for employment and development issues in sending countries.

The report begins with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) and in the Philippines and Romania. It describes the management and implementation of recruitment practices, and analyses the impact of agreements on labour markets, economic development and migration policies of both sending and receiving countries. It also examines future prospects for employment-driven migration. The Annex lists the principal agreements signed by OECD countries, organised by type of recruitment scheme.
