When the term ‘numeracy’ is used some questions that arise are ‘What is numeracy?’ or ‘Numeracy for whom?’ and even ‘Whose numeracy?’. These questions highlight the difficulty the term has had in defining itself in a way that is clear and generally acceptable. While terms like ‘arithmetic’ and ‘mathematics’ are taken to be well-defined, the meaning of numeracy has varied greatly across time and place. The following pages set out to clarify what has been meant by ‘numeracy’ in the past, as well as more recently, in order to better understand how numeracy teaching and learning can be improved in Australian classrooms.
