This is basically a reference book. It seeks to record and explain what we did in the United States in the farm policy area between 1948 and 1973. Part I provides a setting for the policy developments, describes the evolution and general content of the programs, and explores the policy formulation process. Part II, The Historical Record, is the core of the book. In this part we describe in some detail the farm policy legislation that was enacted during the period and the operations of the more important programs that were in effect during the period 1948-73. Part II focuses on program mechanics, program magnitudes, program interrelations, and program costs. Part III of the book contains some interpretation and appraisal of the farm policies and programs of the period 1948-73. But the principal purpose of the book is to record as accurately as possible the farm policy of the United States from 1948 to 1973. Thus, the book focuses on the policy actions of the government, the direct consequences of those actions, and the leading actors in the drama, not on policy analyses or policy literature of the period. The book is designed to inform the student and analyst what we did and how we did it, in the farm policy area, between 1948 and 1973.
